I sent this to my granddaughter, for a belated Birthday gift. She called and thanked me when she received it. She was so happy to receive it because I found out she was a big fan of this graphic novel. I did call her before I ordered it to see how far she was in the series. Once I knew that I ordered the one she needed next.

Railgun is FINALLY back

It's time for a break. After the showdown--and let's be honest, dark revelations about Academy City--in the Daihasei festival story, Railgun 11 feels like a much deserved vacation for all of our characters. Naturally, there's an undertone in the story that hints at the fact that, once again, Mikoto and her friends are going to get sucked into another big conspiracy, but not in this book. This book is packed with fun, feel-good stories, and it doesn't end on a cliffhanger that will make you curse how long it takes for these books to come out.
The story starts with one of Shokuhou Misaki AKA Queen's followers (I believe her name is Harusaki, but it's never actually stated) being friendly with Mikoto and discussing what they should do to get a limited edition Gekota item. Thankfully, the artist and author realized that people are probably not going to remember Harusaki, or even recognize her because her hair is different, so we get a single panel flashback showing who she is. She was one of the two girls from the last story that was assigned by Shokuhou to keep an eye on Mikoto, and one of the girls that Mikoto threatened to kill if they didn't get out of her way.
Seeing their conversation, Shokuhou makes a comment about how the two girls are being friendly, and it quickly devolves into a fight between Railgun and Queen, much to Harusaki's dismay. As a way to apologize, Harusaki gives Mikoto a strange card, and then chases after her Queen.
Thankfully, Saten is around and explains exactly what the card is: a dream called, called Indian Poker. It allows a person to experience another person's dream and they are all the rage now. Curious, Mikoto tries out the card when she goes to bed, and sure enough, it works. She experiences Harusaki's fantasy: a castle staffed by Gekotas. Unfortunately, the card's dream is a reflection of the creator's desire, and a castle needs a ruler. And since Harusaki views Shokuhou as Queen, guess who is in charge of the castle that Mikoto is a servant in?
That's mostly what this volume is about. Cute, funny stories that feel like a break from the darkness of the last few volumes. Here's a breakdown of what to look forward to:
Naturally, some people can control their dreams better than others, and thus can make better cards (D through S rank, S being the highest). And since Academy city is filled with middle, high, and college students, obviously some of them are going to have fantasies about certain people. When Mikoto and Shokuhou overhear that someone is selling dream cards of THEM, it leads to an alliance that frightens Harusaki.
Kuroko and Uiharu get the bulk of this volume. A new app is out, and it seems to predict the future of tragedies in the city. Curious, the two girls beginning looking into it, and when Kuroko's teleport ability saves a girl from one such prediction, the two Judgement officers come across a grade school boy named Miyama. He's able to see the future, but despite his best efforts, he hasn't been able to find anyone who can alter the events he sees--until he meets Kuroko and her teleporting. Together, they team up to stop a bunch of random accidents, but when a fire breaks out in the middle of a part, it turns out that Miyama has been hiding something from the two girls.
Speaking of Miyama, even he gets a little fun chapter. While waiting at a bus stop, he meets Musujime Awaki (are you keeping all these names straight? No? Good, me neither). For those wondering, she' the teleport that beat the snot out of Kuroko in Index, and in return, Accelerator beat the snot out of her to stop her from restarting the Sisters Program. Anyway, the encounter is hilarious, as Miyama keeps doing things that cause Awaki to nearly lose her composure, seeing as she's a shotacon--a character who is attracted to young boys.
Finally--and this is the highlight of the book if you ask me--Mikoto isn't done teaming up with enemies. While out on a stroll, she comes across another card dealer and one of his customers. The customer is Kinuhata Saiai, a member of ITEM (she's the girl that wears a hood that knocked out Shinobu in the Sisters story after Shinobu tried to shoot her in the arm). Mikoto doesn't recognize her, having never met her in person, but Saiai recognizes the Railgun. Thankfully, Saiai plays it cool, thinking she's off duty today anyway, and continues looking at cards to buy. Mikoto is about to walk away as well, until the dealer offers a special S-ran card: The Bust Upper. Seeing as both girls are self conscious about their chests--or lack thereof--they get into a scuffle that causes all of the dealer's cards to get mixed up. The result: the two girls buy all the cards, and together begin diving into different dreams, hoping to find the Bust Upper and agreeing to share it once they do. What follows is a hilarious tour of two girls jumping from dream to dream of familiar characters from Railgun and Index, and all the dreams are about girls with bigger sizes.
Oh, and the ending result of this final story is hilarious.
All that being said, we are given hints that something bigger is going on. A few students who have been using Indian Poker have suddenly fallen into comas (again, which means Saten's probably going to be in trouble, again, because she's devouring these cards), and Mikoto has a weird dream about a strange girl while she and Saiai are looking for Bust Upper. This girl hints that something big is coming, but if Mikoto deals with, an even bigger threat will emerge.
Bottom Line: This series doesn't come out fast enough. I'm happy to have more adventures to read about everyone's favorite Level 5 and her friends, but we had to wait over a YEAR for this one. How long will we need to wait for the next one?
Anyway, fans of the series should pick it up. Fans who like the goofier side of the series should REALLY pick it up.

Solid volume

It was a fun break from previous volumes where there was more tension. There were more Kuroko and Uiharu this volume, but the stories were still satisfying. When Misaka has her appearances in the beginning and ending chapters, they are really funny chapters. I feel that these stories are building up to something bigger in the next volume, so I'm waiting for the exciting developments in the 12th volume.
